Coherent strategic plans are integral to the successful implementation of health systems and continued improvement in health outcomes. Strategic planning requires coordination of policy and social analysis, financing systems, including donor assistance, and international and national programmes. Strategic planning is a vital element both for obtaining the necessary resources to promote change and of good governance mechanisms. By uniting several management aspects, such as planning public policies, elaboration of the budget, setting priorities and organisational planning in a single framework, the process offers a clear image of the policies, commitments and measures that will be promoted by a country.

The World Health Organisation has been articulating its vision of ‘Health for All’ since the 1970s. This was reaffirmed in 2005 by the World Health Assembly resolution 58.33, which urged member states to ensure that health systems are run and financed to avoid ‘catastrophic health-care expenditure and impoverishment of individuals as a result of seeking care’.

This programme has been designed by the International Centre for Parliamentary Studies to provide the necessary in-depth examination of the key planning, organisational and health issues necessary for producing and implementing effective plans in the Health Sector. Participants will leave the week equipped to tackle the ongoing nature of strategic planning and the process of self-examination, the confrontation of difficult choices and the establishment of priorities it encompasses.

This programme challenges participants to examine both influences on the planning process, including social determinants of health and existing community health systems, and the consequences of strategic plans. Through discussions with some of the leading thinkers and professionals involved in health planning, participants gain an understanding of these and other elements vital to strategic health planning.

This is a four-day course which takes place in London, although we are also able to organise the course in your own country if this is your preference. It is internationally recognised and gives you highly sought after transferable CATS points.
